I'm experiencing the exact same problem using a Imation Apollo 2.5' PHDD (250GB). I've tried all available USB ports, i have tried a USB hub. I've tried reinstalling the USB controllers and have attempted to update my chipset drivers (which where up to date). All available answers found online so far have been tried, but failed. I've also contacted the manufacturer, who conveniently points to Microsoft (which is fair, looks like it's the generic USB mass storage device driver who's at fault here).

Couldn't get the USBstor.sys loaded from the 2008 server. I suppose it's just as well that it didn't work, big chance the system wouldn't work properly after such a change. Well, i've now resorted to getting my data off the disk through an old windows XP machine and i'm now hoping there'll be an update for the USBstor driver soon.
